Drupal is undoubtedly the best open source CMS package still functional and thanks to the community support it keeps on growing leaps and bounds. However not all is rosy with Drupal. It is the most difficult to customize and use and certainly it is not for a non technical person. However once it is configured and person using is trained it can become as easy as any other easiest CMS.
Drupal installation is easy as with any other open source CMS which are in php/mySQL however customization, configuration and modules tweaking is for experts only.
